If I buy a laptop, is it possible to plug in my 19 inch LCD into it so I can view my desktop using the LCD rather than the notebook.

What laptop?

As long as the laptop has a D-Sub or DVI port, you should be good to go (assuming the monitor also has the same type of connection).
