In a recent thread, namely here, Moonbeam put out a series of suggestions for what to do in a terrorist emergency. He blatantly claimed authorship of these ideas as if they were his own. It has come to my attention from a reliable inside source that he lifted these ideas from an E-mail sent to a radio program and that those ideas he proudly took credit for are none other than, according to the E-mailer, George Bush himself. The true content of that letter follows: I need your help determining if in fact they are what the E-mailer claims, Bush property. At any rate we now know that Moonbeam neither had the wit nor the cunning to have devised them himself. Here?s the letter or that portion I was able to track on the web:

Executive orders signed by Bush on Sept. 14, 2001:

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds,designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storagefacilities.
EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all ExecutiveOrders in to effect in times of increased international tensions and economic or financial crisis.
EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, toinstitute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctionalinstitutions, and to advise an assist the President.
EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments andagencies, consolidating 21 operative Executive Orders issued over a fifteen-year period.
EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over themechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution inany undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.

Nice link Dave. It clearly shows that the executive orders of those numbers were issued in the Kennedy Admin, but weren't his either. It just goes to show what happens when people don't check their information. This is where the Email was posted.
 
Dave, just did a search on 11921 It says what it says. It may be that these are real and in effect, but not be Bush directly. If it turns out accurate, I wonder what the signed on the 14th means, if anything. Haven't gone past the last one. Interesting.

Moonie- I started pulling the string on that one and it appears it is an amendment of an amendment of an amendment ad nauseum. I don't have time to keep pulling, I'm off to the boys baseball game. They're your references, you defend them. I think they're BS.
 
Given the power of the presidential executive order, any president could implement any of those items on a moment's notice. And any later president could rescind them in the same way.

There's no doubt in my mind executive priviledge has been abused. It's often used to implement policy that should have gone through Congress.

However, our system has checks and balances. For example our legislative branch can nullify the overzealousness of the executive branch if the later goes dictatorial on us.

Bush did declare WAR ON TERRORISM and enacted all of the emergency powers within his grasp.

Did Congress ever approve the war or is it finally time people realized its past the War Powers Act and Congress needs to pull in the reigns? 😉
 
Good gravy, it looks like all Clinton would have needed was an emergency and it would have been curtains. Warnings about the Pres powers are all over the net. Just search the relevant exec # in google. Wow.

I'm glad to hear that MadRat, I mean I'm not glad to hear that, but it should shut Anthrax up. However, we will need to confirm that before we just swallow it whole. I'm a stickler for checking my sources.

Right now though, pending confirmation, the enumerated powers I laid out were reafirmed by Bush so my little demo could still maybe have some validity beyond the foolishness of ready fire aim.

When I first read that EO I thought it only applied to #11921. But I think you're right, it locks out Congress for 6 months.

Now I've bent my mind at this one and I can't think of any valid reason why, after the president declared martial law or a state of emergency, you would want Congress nullifed for 6 months. Anyone?

I can't find the registry document for EO 11921 either.
 
Well there's supposed to be a federal registry where these things EOs submitted. On the site Dave linked to you can get PDFs of the more recent EOs but not the older ones. My mind meld with Google didn't help though I didn't have time to look for long.
