External hard drive problem

I recently moved to another apartment so I just get my laptop set up, plug everything in, flip the switch on my external hard drive (which was working perfectly before) but instead of spinning up to a reassuring click and steady blue glow, it starts spinning up and back down again with the led pulsing at a steady rhythm. Needless to say the drive doesn't even have a chance of being recognized by my computer. Any ideas what could be causing this? I carried this drive with me myself, wrapped in bubble wrap and tucked into my backpack, so I know it wasn't damaged during the moving. Could it be a wiring problem in my new apartment? Everything else I own that's electronic is doing just fine, so I'm not sure if that's the problem...

Stats on my external HDD: It's a 120GB Western Digital Caviar WD1200JB that I've never had any problems with. The enclosure I bought for it is an aluminum one I got from Dealsonic -- it has the logo "Cosmos Mobile Storage" on one side (never had any problems with it before this either).

Any advice would be greatly appreciated,

edit: just tried it again and now it's not even spinning up and down, the led just keeps pulsing steadily, with no sounds from the hard drive itself
 
Are you using it as an eSATA or USB? if it's a USB, try another port and see if that makes a difference. If it's eSATA, did any of your BIOS settings change?
 
Any ideas? I'm living in China, btw, so it could be that the wiring is poor (though I had no problems at my other apartment, and this one is even newer).
