How long is a typical ext3 recovery suppose to take?

I have a system with a 350 MB filesystem where it seems to be taking
longer than normal to recovery on a hard shutdown.

Curious for anyone that knows alot about this
 
A few seconds, as long as it's just journal recovery. If it decides to run a full fsck it could take longer, but on a 350M filesystem it shouldn't take more than a half minute I would think. Unless maybe the disk is dying.
