After reading the forums lately, it seems like many people here are still confused about the Windows XP/2k refresh rate problems. Goto http://xp-refresh.net for an in-depth explanation of these issues and how you can help get Microsoft to fix them in Windows XP SP1?

I doubt there'll be a "fix" because it was a design implementation choice by Microsoft to make the OS more stable. And the reason why video card vendors don't officially force the correct refresh rates is probably on recommendation by Microsoft.
