I'm pretty sure it's a reference to Star Trek TNG: Locutus of Borg.

I actually used the name "Locutus" briefly when I first started playing online FPS games like Quake. It didn't stick because I decided I can't stand people who think: "I'll take the name of something I like and maybe people will like me because they like the same thing I like." 😉
