Explain something to me...

If I remember correctly a full format is for formatting a blank unformatted disk and a quick format (erase) is to empty an already formatted disk.
 

Yes, if you quick format a disk, even a hard disk, it is still possible to recover data from it. A conventional or full format will wipe everything.

 
I think quick formatting is similar to deleting all files, ie. everything is set to be available for overwriting, but is not actually overwritten during the format.
