Expanding programs menu in Win2k

How do I make my programs menu expand instead of scroll in Windows 2000? I dont have the scroll programs menu box checked or anything.

You can turn the scroll of by editing the Registry.

Key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
Value Name: StartMenuScrollPrograms
Value Data: NO

I did this and they are still scrolling. What gives?
