Exchange Server 2000 BDC?

I have a little problem with Exchange Server 2000. What we have is a VPN over ADSL between two offices. Basically, the office where the exchange server is located gets the greatest amount of speed when downloading email and the remote office doesn't.

What I need to do is fix this so that both offices get the same speed when downloading or sending emails. Does the best way of doing this involve setting up a BDC for the Exchange Server?

Any comments would be appreciated.
