Exchange 2010 ActiveSync - Any way to prestage devices?

Curious if any Exchange admins out there using ActiveSync can give me a hand. We have been using ASync internally for some time and are looking to move away from our existing product (Goodlink) to purely ASync for the organization. I don't see that there is any way to "pre-stage" devices, say by IMEI. I see that with policy, you can block users until they are approved by an admin, but some people on our project team are specifically looking for pre-staging options. Anyone know if this is possible, or would this be a 3rd party application that would do such a thing?
