exchange 2003 backups

my company is merging and we are looking at a mail database of 800GB - 1TB by the middle of next year with possible growth of at least a few hundred GB in the next few years. This means that unless we build a bunch of servers, brick level backups are going to be impossible but we will still need a way of being able to restore single messages months after they were deleted.

Anyone have any ideas other than exmerge and a recovery server?
