Excel tooltips not displaying for every function

I am using Excel 2003 and noticed that not every function is displaying tooltips for me. By tooltips, I mean the little popup box that appears when you type in the name of a function. The box tells you the name and number of arguments to the function. I find this feature helpful, and am not sure why they are not being displayed for certain functions.

The first example I noticed was the function XIRR. When I type =XIRR( into the formula bar, no tooltip popup appears.

Does anyone know what could be causing this? Can anyone with Excel 2003 verify that XIRR does or does not give them a tooltip popup box when they enter the name of the function into the formula bar?

The XIRR() function is a part of the Analysis ToolPak add-in, not a regular built-in function. Most (all, I think) of those functions were made a regular part of Excel in Excel 2007 so you get the tooltip in that version.
