If I RMA my card due to artifatcs does that negate my chance to participate in EVGA's step-up program?

No. But the 90 day rule for the original sale still applies.

If I were you, I would ask Evga if you could RMA the card and get back a higher performing card and just pay the difference. Maybe you'll get lucky and they'll send you a higher performing card for free. (1/100 chance).
