I suppose with 1070's hitting below $400 lately they need to rush them out.

980 ti generates a LOT of heat but also is insanely overclockable. IFF you can manger heat (almost impossible even with liquid cooling) then there in an advantage. So in theory yes, in practice no.

where u pulling this up from?
there is no videocard in existence which can outpace a custom liquid cooling setup and not be voltage limited.

Meaning on a full coverage block like eK/Koolance/Watercool your going to run into voltage limiting issues on the BIOS of the card before you run into heat problems.
