Hamilton argues that the central government shoud retain the ability to collect taxes for important and sometimes unforseen reasons (he uses the example of the national defense and war debt). The necessity of having a central financial and military authority maintained to handle the inevitavble conflicts that every nation has to face at one time or another outside the direct control of the states themselves.
