Even that is subject to population density & the likelihood of residents wanting to spend $45 a month on broadband.
They are rolling FIOS out in a few neighborhoods near me (Pittsburgh area), they're all high end neighborhoods. Where I live is certainly densely populated, but Verizon has no plans to bring it here.
Bottom line is the profit potential has to be there.
