Ever lick mains power? You should.

11.5 kV? Don't think so.

rofl hahahahaha....yea that doesn't seem like a bright idea

Its not the voltage that kills its the amps, but it would most likely hurt like hell.

Actually, it's both, because without enough voltage the power doesn't get to your heart.

Yes. Ever touch a 9v to steel wool? (don't do it indoors) :Q

easy way to start up a fire...did this alot on camping trips

Yes. I saw someone do this in their home years ago, never seen them run so fast. rofl
(They were tell ME about it, I did not instigate it)

9V batt has enough amps to ignite steel wool? I know a lantern battery will. Not something you want to play with on your lap. :Q

Magnesium wool - if it exists - would be a great firestarter. Of course the last thing I need to be thinking about is starting fires.

Actually, even better would be Aluminum wool. Also, metals really aren't that hard to ignite when they have sharp edges. Think about how easy it is to set off thermite.

I thought thermite needed very high heat, such as from burning magnesium?

Relatively high heat yes. But it can be set off with low voltage.
