it's written that those are just goals and it's a strategy.

I think that it's stupid to make this kind of predictions.
We don't even know where we will be with technology. Who knows if we'll be using some new kind of batteries, hydrogen, or something else?

Probably in the short term it just means that cars have to be driven less or be less polluting, but that's what everyone is thinking already.
It will get updated when the scenario will be clearer....
 
I wouldn't look at this as a bad thing. It's good to create our future; the future we want. The technological advancements that the EV could see in 40 years are unimaginable.

However, a world without the ICE is not that unimaginable. Different, but not unimaginable.
