Eudora Won't Start Up

Have this problem under Win XP . However a different user on the same PC works OK . Eudora gives this message on start up and then closes :
Could not open the file c:\programfiles\qualcomm\eudora\descmap.pce for reading Cause: Access permission denied. File may be marked as read only or locked (13).
Someone posted a similar question on the EUdora site forum and there is no answer yet .

That file is what Eudora uses to convert 8.3 filenames to long filenames. Here is a relevant tech response:
