Everytime I boot into windows I get this error

Ok that's what the error msg tells me but I think it makes it clear on a bad drive. Is that correct?
 
If you haven't already, try forcing Windows to boot into safe mode (press F8 before Windows starts to load).
I've never seen the startuprepairoffline error before but I would assume that it's having trouble booting startup repair, probably because it detected some error in the past and is trying to run startup repair to fix the problem.
Maybe if you can boot into safe mode, get to your desktop and reboot, Windows will stop trying to fix itself.

In another instance, I was dealing with a laptop that would only boot up to startup repair, no matter what I tried.
In that case, the fix was rewriting the MBR and boot configuration from the Windows disc, which then allowed the OS to find it's way to the proper partition.

If you have access to the Windows 7 DVD, you could also try running system restore from it to see if that solves the problem.
