I responded with this
ok I'm in no way an expert but from what you posted it looks to me like a corrupted version of windows. the way to go about fixing that is a repair install. to do that you should put the windows disk in to the disk tray then when your computer starts to boot go into BIOS. on HP computers I believe the BIOS hotkey is F5. then from their change the primary boot device to your CDROM it should just be in settings or whatever.

then from there do this

he says:
Well f8 does work to get to the advanced boot option but none of them work all of them just freeze.

I say: hmm donno maybe replace the CMOS battery? its a little circular batter on the motherboard. you can buy replacements at walgreens. I donno though don't listen to me

then people ask about safe mode again and possible bad HD and he says:
Safemode doesn't work like I said above🙁 This is whats shown then it freezes... multi(0)rdisc(0)partitions(2)\windows\system32\ntoskrnl.exe \hal.dll \KBCOM.DLL \BOOTVID.dll \config\system

and finally I say
hats your boot.ini folder

windows is ------ed

I'm pretty sure you can fix it without reformatting but how? don't recall. something to do with taking a boot.ini from a similar computer and putting it on your broken one? ask at anandtech.com they'll know your exact problem
