Error 651 in IE

Can you please help me out with the meaning and how to resolve the error I am getting with my Internet Explorer browser, ERROR 651?

So the modem needs to be change according to the last post there , "Problem solved, thank you all. The modem appears to have been the issue. Should be resolved with a new one."

But im hesitant to try and download this from the linke,

which is according to one of the posts there..
