Error 189?

My friend ( AT User: WARio ) gets Error code 189 when trying to login. He just joined 2 days ago and has logged in before. He's only made one post. Any ideas?

He said the error message was he's not authorized.

Edit: oops NM, I found his ban message with a author search. How long will he be banned? Here was the message:
