Epox 8k3A+ mobo would not boot.

Need help again guys, my friend has a Epox mobo as stated above. His CPU overheated and I guess the mobo shut down by itself. He removed the HSF which is a Alpha 8045 (I think, but it's bolt on instead of clips) cleaned it and put everything in place. In the process, he has to remove his mobo to do so too.

Now, his pc would power up and nothing else would happen. What are the chances the CPU is dead, I mean, the HSF might not have a proper contact with the CPU?? The LED on the board did not show anything. No error codes or whatsoever. The red LED is lit though. The one nearest to the RAM. What might be the problem?? I'm not familiar with Epox mobo myself.

the cpu settings will be reset!,they sometimes get stuck on that mobo when overclocked, might be your problem?

It's not my mobo. His CPU is not overclocked either. I tried resetting it. No dice. I'm afraid that he did not fit the HSF on the core properly. Thus, frying it.
