Epox 8k3a and Win. XP woes

I recently did a clean re install of Windows XP on my machine with an Epox 8k3a motherboard . I am now have periodic stuttering/freezing even when playing and mp3 or moving the mouse cursor . I have installed the via pci latency patch #.19 and I still am getting the stuttering . All the bios settings and hardware are the same as the previous installation , where it seems like I had the problem initially , but I can't seem to remember what I did . I can not figure out the correct search phrase for the Microsoft Knowledge Base to get and answer there either . Please help 🙂
The hardware I have in the machine is
Epox 8k3a m.board w/XP1800
Geforce 3 TI 200
Linksys nic
Maxtor U. 133 card
Hercules sound
40 gig Maxtor
80 gig Maxtor
Lite On 40x burner
Generic floppy

Edit : I have tried the latest 4 in 1's also.
 
ScrapSilicon - I turned off the onboard sound . I originally thought this was the problem .

SeekingTao - No pci card in the 1st slot .

More ideas please 🙂
 
The Hercules card was recognized by Xp . The stuttering is as bad with the real sound card as it was with onboard sound 🙁

I have tried two different mice , to no avail 🙁

If you`re using your mouse in PS2 mode try it in USB mode or vice versa,do you`ve any stuttering in gaming graphics wise?
 
Mem - it's usb .

I was on ViaArena and they talked about a Microsoft fix , but did not reference the article , and I can't seem to find it.



edit: I haven't tried any games yet , I'll throw a couple on it shortly .
