i don't get it

The vehicle in the picture is decelerating. His brakes have heated to the point that the rotors are red hot, and he has flames coming out of the exhaust because of unburned fuel in the exhaust system. This all indicates a machine being driven at it's limit.

It's fucking awesome.

Here's the best I could do.

It's not perfect, but using fractal resizing, it looks much better than standard bicubic/bilinear interpolation and step interpolation, not to mention nearest neighbor pixel adding. It looks quite cartoony when full sized but then thats because the original image was heavily processed and filtered and looks cartoony, not an artifact of the resampling.
