This makes no sense at all to me. I would think the best way to find him is to catch him while he is out and about among people. In a lockdown he will easily be able to spot those looking for him.

Out and about among people means there's more targets that could be blown up or hit by stray bullets from either the suspect or police. Also, more potential hostages he could grab. You want to isolate him so it's just him and the police and nobody else who could conceivably get hurt or in the way.

edit: just said the suspect was moving but down if I heard correctly. Sounds like he was hiding in or under a boat?

The police chief etc has stressed this is about "safety", not necessarily about catching him.

Again, there were bombs here-n-there on the streets and god knows where else. This guy is very dangerous etc. Planting, more bombs, more car jacking, hostage possibilities, more shootouts with cross fire possibilities etc.

Also good points. A police stand-off in our area resulted in police shooting a man on his own porch when he supposedly pointed his shotgun at them. They hit not only his house (again, he was sitting on his porch) but two other houses. No way do we want people roaming around.

Thank god for all of the efforts by law enforcement and the military. They allowed a homeowner to find the suspect while probably taking out his garbage.

Dzhokhar was found hiding in a boat in the back of a house in Watertown, Massachusetts. A homeowner, who walked to his backyard, shortly after police called off the lockdown, saw blood on his boat. He picked up the canvas cover and saw the suspect lying there.

Police surrounded the house at around 7:30 p.m. ET. Using thermal sensors, helicopters picked up his movement and after more than an hour of the hostage rescue team trying to communicate with him unsuccesfully, they moved in and he was apprehended.

There is a public safety exception that allows the police to interrogate him without a Miranda warning to learn whether he has information about other imminent attacks or other risks to public safety. I believe anything he says prior to the Miranda warning can't be used against him in court.

I've never been through a real hurricane, but I believe "mandatory" evacuations aren't enforceable. I always seem to hear about people riding out storms despite "mandatory" evacuations.

This is very true but I am unsure if they aren't enforceable due to actual law or simply manpower.

It wasn't enforced here. As I drove to my gf's in Boston, it was like a Sunday morning. Plenty of people walking around, bikers and people driving their cars. Heck, the whole way out of Cambridge, I was following a Police SUV. And passed several Police cars on the way to her house.

On the face of it, that looks pretty illicit, but without hearing or knowing more details, difficult to say. They may have gotten a tip that some brown people with turbans were hiding out in there. Or they saw a suspicious looking Caucasian run into the house.

But not likely.
