What are the stats on that power supply, specifically how many amps does it have on the 12v rail?

Is your friend building that system for gaming? If he is he should skip the dual opterons and simply get a single A64 or a single A64 X2 (dual core). Games won't see and benifit from dual opterons.

That should be able to handle it, but I've heard of SilenX. He should do some research into them before he buys, just to be safe.

Yeah, I would look at some more trusted PSU brands. You are already spending so much on that system, you don't want it to blow up becasue you skimped out on the power supply. I believe OCZ (or someone) has large power supplies (>600W). You may also want to consider 2 separate PSUs. I have heard they are better in servers in case of failures and such.

SilenX make decent fans, but I've never bought one of their PSU's so I cant comment there.

That PSU should be enough. 36A is a shit-load of power.

find a trusted brand w/ = specs and get that one
silenX falsifies their info on fans, so we can expect the same from psu's
