Yes. they calculate the average based on the 5th requisites plus the highest remaining.
but as well they ask you to fill out the 'tell us about you' form. i would say do it.
i got accepted for comp sci/math but got rejected for comp eng.
of course my marks are nothing spectacular, had a 85 average, but ive got extra curicular activities that make them want to keep me around.
as for debating which program is better for engineering UT or UW, i'd just say go with UW. not only because i go there, but because the co-op is a heck of alot better, i mean we pioneered the system in Canada (granted its been working like crap lately). Generally your co-op terms make up for the increase in tuition. BUt try and get 8-stream, its REALLY hard to get a job on 4-stream. (from experience)
Oh yeah theres another downside to UW, the 15% tuition hike that makes engineering $4000 a term.. and CS about $3500 i believe..
And as for the lowest ive seen.. mmm.. generally the published scores are the averages.. so id say about 88..
my friend got accepted with a 88 i think, except he went into CS like me (because only pansies go into engineering.
