More than 30 billion kilowatt-hours of energy is wasted because many of us simply forget to shut down our computers when we?re not using them. If we could just improve the efficiency of how we use our PCs, the savings in energy costs would be over $3 billion! The CO2 emissions from just 15 computers are equivalent in energy terms to the gas consumption used by one car.

Yes. The MS one pisses them off. I recommend it!
 
The article is suggesting that MS send out a remote update that will cause all computers to sleep on idle, instead of just running a screensaver.

Would this save a fair bit of energy? Sure. Is it a profoundly bad idea? Yes. Very. Much. So.
 
I presume it's $3 billion a year of energy savings for the entire world? Not very much, considering there are 1+ billion PCs in the entire planet.
