I would say update your drivers for EVERYTHINHG.
Next step would be to run memtest to make sure your memory is good.

Yes, Steam is required. I'm sure it will likely make modding it a bit more difficult than last time too.

Empire TW runs on Steamworks, so you're screwed either way like FEAR 2. Requires STEAM to launch =(.
