Emachines Weirdness

I am having some trouble with an Emachines 333id. The computer originally was brought in to replace a modem. This was done, and tested to work correctly. However, the computer is also having some sort of a power on issue. It will only power up correctly maybe once out of every ten to fifteen attempts. It seems to get as far as spinning up the CD-ROM (when everything is hooked up) and then simply dies. No video is ever displayed on the monitor, aside from the times that it comes up correctly. The system responds in the same manner when virtually nothing is hooked up to the motherboard, so I don't think that it could be a conflict of some sort, at least not from those components.

The power supply was replaced at some point in time, as the original was causing instability and also generating a lot of noise. The current unit had been working correctly to the best of my knowledge, until the computer was brought back in this 2nd time.

Anyone have any ideas on what I might check?

What kind of power supply was used for the replacement? Sure sounds like it is an underpowered power supply to me.
 
It's a 145W microATX power supply. However, I don't think that it is underpowered, as I can not even get the thing to post with no drives hooked up. After all, we are only talking about a 333MHz processor here, not a 2GHz speed demon or something like that.
