Eicon ISDN TA problem...

My mum bought a new Dell PC (with Windows ME) a few months ago, and it's had this weird problem where when she shuts it down, the power light go out, but the computer is still "on" (fans on, etc...). A similar thing happens when you try to restart it... it just hangs (keyboard locked, etc..). After a few weeks of using msconfig, and combinations of what devices are connected to try to nail down the problem, I?ve worked out that it's the ISDN TA (an Eicon internal PCI one). I've tried to install the newest drivers on the website but they have the same problem. Does anyone know what I can do (apart from buying a new ISDN card) to fix the problem?
