When it was first implemented it was turned on for everyone. (I think since when it first showed up I never turned it on and it was automatically there.)

ie has it too but its hidden by this red arrow thingy and requires an extra click... i'm guessing it has something to do with IE's non standard javascript implementation

Using Phoenix/Mozilla .6 i never had the red arrow button. Now after typing javascript:showquickreply(); in the address bar, i just have the cool quick reply box on the bottom of the thread...no button clicking even
