To answer your question, yes it is possible in some situations. Here's one: VideoRedo works for Mpeg (DVD Video). I think you can do this with AVI too.

If it's divx, then you can do it with Virtual Dub. It's a free program, and has many advanced features, but basically what you do is open the movie file, select "Direct Stream Copy" for both audio and video options, and then select which part of the movie you want to keep. After that just save it as a new file, and you're all set.
