Does it validate?
The only thing I can see that might stop it would be the spaces in your links. You could try using instead.

Ah, it does validate.

Good job, validating on XHTML strict is a fun task. :D

Put some pictures of the Rock River area on the main page. At first, I thought the site was one of those generic, placeholder portals. I would make the main page look more like one for a city website. I would also definitely have logos for business that have them.

The more I explore, it looks like one of those managed template type things for quick domain content management. Those things can be awesome.

It was actually all from scratch, if I knew there was templates that would work decent it could have saved us a LOT of time.

personally i like the darker colors, as opposed to some of the other suggestions of using lighter colors, but again beauty is all in the eye of the beholder

to me its not the shade of darkness vs lightness. its the green color.

Green is ok for websites. It's just that your particular hue doesn't work that well. Try a lighter shade if you want to stick with green.

Edit: Nice job with CSS layout. Good to see more of it around :)

Thanks, Everyone seems to agree that the green shades we are using suck. So we are going to try some other colors to see how they look.

It looks okay...but there are a few things to fix...

You use a form for suggestions, but you have a mailto: link for contact...Some of your banner ads on the right are smashed because the width isn't right...the radio controls under the search bar are TINY...i like the colors though...maybe add a few pics?

overall pretty nice design, easy on the eyes...but as always it can use more cowbell :)

Others have also suggested getting rid of the mail to.

We will be changing the radio options, those are way to small, to be honest I have never paid much attention to them. Thanks for bringing that up. And I am working on something new for the ads on the right. Not sure what yet though.

Adjust the width on just that one side, the navigation looks okay, or just stick the banners on top or bottom.

Color changes made. I dont like this color and think it should be more of a light blue, what do you think?
