Question Edge & Cookie Deletion When Close

I want all cookies to delete every time I close Edge except those associated with about 15 specified sites. In Settings -> Privacy, search, and services -> Clear browsing data -> Choose what to clear every time you close the browser -> Don't clear, I listed the sites for which I want cookies retained. Also, all the switches for the options on this page are on (e.g. Browsing history, Download history, etc.). Yet, Edge does not delete all the many other cookies that accumulate. Please help so I can make this feature work. I am obviously missing something that is not at all obvious to me.
