ECS P4M800PRO-M new build issue

I am attempting to build 2 identical computers with the following parts:

ECS P4M800PRO-M
Intel P4 511 slot 775
512 mb of Corsair 400MHz
Seagate 160GB ATA100
Thermaltake TR2 430W power supply
Maddog DVD-RW from Fry's
Enlight case (only non-new part of the systems)

When I put everything together and attempt to boot up, nothing really happens besides the fans turning on. Both computers do the same thing. Now I haven't built a computer in a year or so and I'm used to the ECS K7S5A's that were really simple and didn't have any jumpers to mess with. From what I can tell, there aren't any jumpers to deal with on this board. So can anyone give me some things to try to get something to come up on the screen??

One thing I did notice, when I unplugged the IDE cables and booted up, I did hear the hard drive spin up and turn on. I did not here that when it was hooked up to the motherboard.

I have tried to take the motherboard out and turn it on to make sure it isn't shorting out anywhere, but had no luck.

Are there any suggestions or ideas that I can try?

Do you have BOTH power connectors in, is the CMOS Clear jumper moved to Normal, RAM in the 1st slot?

I'm not sure what you mean by "both power connectors", but the CMOS clear jumper is on normal and I've tried both slots for the RAM with no luck.

Do you mean the 24 pin connector from the power supply to the motherboard instead of the 20 pin?

No, I mean the separate 4-pin power connector toward the CPU power circuitry. Halfway between the chipset northbridge and the USB connectors.

Y'know, sometimes, reading the manual DOES help

Thanks for the help with the motherboard. You saved me hours of headache this weekend trying to figure out why the computers wouldn't turn on. I figured it was something easy like that since both of them didn't work, but I just didn't know what it was. I had never used any of the other power cables besides the main 20 or 24 pin connector.
