He asked that I send to his work address in Manhattan instead of Brooklyn his verified address. The item gets there no problem, then a paypal dispute pops up. I provide tracking info and they reverse the payment b/c the zip code of the delivery confirmation isn't the same as the paypal verified address.
what got me good was he gave me a phone number to call him. I left a message, it went to voice mail, and he called back. (this is before I shipped the item) we talked for 5 minutes or so because I wasn't able to send the item till I got back from vacation. Now when I try to call the number it just goes right to voicemail all times of the day. I left 2 messages so far and no calls back and no payment.
I know I sent to an unverified address so im at fault, I accept that. I want to give this guy kudos for going the extra mile to setup a fake telephone number and actually call me back and speak to me. really fooled me.
What kills me is now im out the phone, and I had to give back $118 to paypal. Now if I decide to pursue this, which im almost ready not to deal with, should I call the police in Manhattan where it was delivered or where his verified address is on paypal? Part of me thinks I didn't get scammed by some elite internet group, I feel like its some little kid getting away with it on a technicality. If he has a verified paypal address he must exist, unless he stole both ebay and paypal accounts.
Any opinions on how I should proceed?

That's a real bummer. . .
Of course hind site is twenty twenty, but Paypal lets people list multiple addresses and as long as the address is listed in the buyer transaction details upon reciept of payment then they will cover you. So if someone ever asks you to do that ask them to add the address to their Paypal account, before they pay you. If they pay first refuse to ship to anything but a confirmed or the address listed upon the transaction detail. Basically anyone that uses (Ship it to my work address) doesn't have an exscuse not to add that address to Paypal.

What is a Confirmed Address?
A buyer's Confirmed Address is checked against the credit card billing address maintained by his or her credit card company.
How is address confirmation useful?
Address confirmation is useful because it provides a way for a seller to verify a buyer's identity. Shipment to a confirmed address,
however, is not a requirement for coverage under the Seller Protection Policy since not all PayPal users are able to confirm their addresses. If a transaction is eligible for coverage under the Seller Protection Policy, a seller must ship to the address found on the Transaction Details page (regardless of whether that address is confirmed or not). For transactions that are ineligible for coverage under the Seller Protection Policy, we recommend that a seller ships to a buyer's Confirmed Address.
What is an Unconfirmed Address?
An Unconfirmed Address is any address which is not associated with a credit card or which has not been verified by PayPal. Most non-U.S. addresses cannot be confirmed at this time because many international credit card platforms do not support methods to do so.
