I want to buy an item on ebay soon, but have never done so before, and thus have 0 feedback. The item is a STEAL at the price it's at now, and it's ending soon. Doesn't look like there's a reserve on it either, a BUY IT NOW would be up if there was right? So my question is, if I can pay via Paypal immediately, can the seller (Ebay Powerseller) refuse me buying this from him because I have 0 feedback but his real reason would be it is too good a deal?

Nope. He posted that price, he is obligated to sell it at that price. But since you have 0 feedback, I'd contact him first.

If you're buying and its not a high price item, people couldn't care less.
Its the seller with 0 feedbacks that will have a hard time selling.

Yeah, i think the buyer is contractually bound to sell it to you. And as far as reserves go, the auction woulda say whether theres a reserve or not. And BuyItNow doesn't have anything to do w/ reserves.
