They said they will refund my money, but only after they receive the item. I have more feedback then them. This is their first time selling, but they have 11 positive feebacks. Am I wrong in insisting they send the refund before I ship the item out?

edit: They should cover my shipping costs, right?
 
Send the item back. If they don't give you the money, then file a chargeback with Paypal.
 
As far as they know, you're a liar and a cheat. No shortage of those on ebay nowadays. One should never, ever issue a refund on merchandise unless one has it in hand and verified that it's DOA. Bidder "seniority" doesn't even come into it.
 
I usually cover the shipping costs back to me if the item was defective. But 99% of the people on eBay are morons and evil, so good luck.
