Ebay scammer?

So my mom had a dress listed on ebay for $300. Someone purchased the dress using the buy it now option. A short time later the item page in her account listed the payment as having been sent. The only payment option was paypal, so I told her to just watch her paypal account and when the payment showed up ship the dress. A couple days went by and no payment showed up, so she sent an e-mail to the buyer asking for verification that the payment was sent. She also contacted ebay, who advised her not to ship until the payment was received. A few more days went by with no payment arrival, during which time she sent two messages through ebay to the buyer requesting payment, none of which received a response. A short time later ebay informed her that the buyer was no longer registered with ebay.

Today she receives notification that the buyer has filed a dispute requesting a refund. Of course she never got any money to refund, but I told her that she needs to stay on top of this because apparently funny things can happen in a dispute. From her end this seems pretty cut and dried. No money was ever received, no item got shipped, buyer never responded to attempts to communicate. Ebay should have records of her calls to customer service and her communication attempts already. I have heard horror stories about disputes like this though.

I'm kind of an ebay noob and so is my mom, so I'm asking ATOT what the likely outcome of this will be. Any ideas?

Are you sure paypal is not delaying the payment?

There was something on the news recently about paypal delaying payments for up to 21 days?

When you log into your paypal account, it tells you there is money for you, but it is being delayed for x number of days, with a link on why.

But who knows? I am afraid to sell anything on ebay anymore... and $300 for a dress? wow, ladies clothes are expensive!

I was aware of this, but I assumed that the payment receipt would at least show up on her account even if it didn't get added to her balance right away. How else could she possibly know when to ship? There was absolutely no notification of any kind in her paypal account.

Can a buyer choose to mark an item as paid without actually paying? I can see it being useful for record keeping if you were sending a money order, but it still seems odd.

But it's obvious if the only payment method allowed was paypal, and there was no paypal money sent, there is no record of payment. But ebay and paypal are both beyond incompetent and you might still lose
