So I shipped someone a perfectly good item. He claimed it was missing some piece it wasn't. Next thing I know he says it doesn't work and he wants a refund.

I think he is having trouble downloading the right drivers for his PC or something or his Motherboard is incompatible.

NOT my fault. Either he is incompetent or didn't do his research.

What do I do for refund? Do I say, No I won't refund. Can he then file a paypal claim and screw me? Or do I say, I will refund once I receive the item? And force him to pay return shipping to me and then refund him or what?

I've made about 80 sales on ebay, never had to refund.

The sad truth is ebay almost always sides with the buyer. If ebay's decision come out in your favor, consider yourself lucky.

hmmm. So if he files something with ebay and they side with him, what happens to me? Basically the item cost $12 including the $5 shipping. I'll refund him $12 if he sends it back to me. I will not refund him and pay for him to ship it back to me because it wouldn't even be worth it.

I just want the item back if he is going to get his $12 back.

Also my return policy was no refunds or exchanges.

Depends on your feedback and value of item. I'd tell him to pound sand, personally.

If paypal sides with him, I believe they will require him to ship the items back to you and then have you refund him when you get the items.

Someone correct me if I'm wrong about this.

The guy is going to do a chargeback on his CC and paypal will immediately deduct that from your account. If you don't have enough to cover it, the terms you agreed to gives them permission to pull it direct from your bank account.

...at which point you are protected under PP seller protection rules if you shipped it to a confirmed address.

If you have a registered PayPal account in the United States, you will be covered in the event of an unauthorized payment, an item not received dispute, chargeback, or reversal, as long as the transaction in question meets our eligibility requirements.

italics are very important. It really depends on what action the buyer will take (but I don't see that as an issue since tracking/emails will clearly show it has been delivered/received)

A tip that I've always used is to put an obscure identifying mark on anything I sell. That way if they ship back something defective, I know they didn't do a switch-a-roo on me.
