so i won an auction for a guitar and usually the shipping on these things are around 20-30 bucks for most the sellers... this person i won the auction from wants $45.00 shipping for a $119.00 item that i won...would you call this fair? and is there anything i can do?

was this shipping price stated on the auction before you bid? if so, you're stuck paying it no matter how unfair it is.

I think you are stuck... it was your responsibility to ask about the cost of shipping before you bid...

However if you asked beforehand and he didnt give you a quote, you probably can get out of the auction...

i emailed him/her asking for the shipping price about 1 hour before end of auction.

You should always watch out for auctions like that. Buyers can inflate the shipping costs and leave you no choice. In this case, I would say giving a 1hour grace period to reply was not enough - unless he sits in front of his computer waiting for people to e-mail him.
