Ebay/Paypal Buyer Dispute. Advice needed

I sold these gift cards on eBay in January and shipped them to the buyer in Canada.
Today more than a month later I got a Buyer Dispute email from Paypal. First I got an email about not receiving the item and then within minutes it was escalated to a claim. So now the money has been placed on hold by Paypal. My next step is to respond to the claim. But I only get the following three choices.

I can provide proof that the item was shipped.
I have not shipped the item and I will refund the payment.
I can provide proof that I refunded the payment for this transaction.

I asked the buyer way back in January to email if there was any problems.
I personally think I'm getting scammed. The buyer has 47 feedback's and has 100%. He signed up in December 2008 and his profile is private though, so you can't see any feedback. The buyer contacted me before the sales asking if shipping to Canada was okay. I said yes after checking his feedback percent.

But here is something that could work in my favor. I copied down the gift card numbers, just in case something happen with shipment. Unfortunately i can't check the numbers today. I left the numbers at work and i just took a snow day. I'm going to withhold from responding to Paypal until tomorrow or contacting the buyer. I want to see if the gift cards have been used. If they haven't I think I'll just refund him the money and right away buy something with the cards online and then return and get a new gift card. But if he has used the cards, i don't know what to do since Paypal is not giving me much respond choices

 
Be prepared to bend over and take it up the butt -- you're screwed. PayPal disputes end up in favor of the buyer 99.99999% of the time.
 
Tracking number is really the only luck you will have with this. Has the buyer responded to you at all after the item shipped?

If so, when I had a buyer dispute, I took screenshots of the emails he sent me, and I was luckily able to get it corrected after that.
 
If they have been used how are you going to prove he used them?

This is why I don't ship internationally anymore. Too many headaches.

if they have been used, i could hopefully show paypal the location of the purchase. i know the store i used will show location information. hopefully canada will come up. if they don't i'll make my case to them. but don't expect to win like some said.

 
I sold an old cell phone two weeks ago - and the only options I listed for shipping were UPS. The buyer was wondering if I could ship it USPS - and HELL NO. Sorry, but UPS will give me the signature along with saying direct signature required, etc. More of a CYA.

Paypal/Ebay don't care about sellers, and you will lose this regardless of any proof you have.

actually, what's to stop someone from fudging their signature, and saying i never signed that. that isn't my signature. its not like they even check to verify. its ups afterall.

As much as I hate PayPal this works the same way with normal merchants through credit cards. Anyone can dispute they never received anything, even a signature doesn't completely help as the buyer can dispute the signature also.

I'm in a different school of thought, I'll ship to Canada but everything is by the mother fucking book and the buyer is definitely paying for trackable shipping

I should have used tracking. It was a $25 gift card and just sent it regular USPS. I usually use USPS with tracking in the states, but not so sure with Canadian shipments.

Anyways, tomorrow I will truly find out if the gift card has been used or not. If not used i'll use it right away and just let him have his refund. If they have been used, I'll tell paypal my story, but will probably loose and lesson learned.

Always use tracking and never ever will i sell to Canada again.
