Ebay/Paypal bidder problem

I sold a laptop on ebay last week for $470. The buyer emailed me, telling me he wasn't verified on Paypal, so he offered to send 4 separate $100 payments, and then $70 one. He has only 2 (now 3) feedbacks. I told him I would wait for him to get verified. He said it would take a couple days, I said no problem. Ii emailed him yesterday to ask the status of the verification, here is the reply:

hey,look I know i made a comitmment but my bank ge money bank does not acept some of paypal`s policy`s therefore, i can`t link my bank to pay pal. wich means i cant send money thru paypal no more than 50 usd. i can use credit card stil,i dont know if you can acept my payment?. if this is too coplicated for you. you are free to relist your ibm think pad. or else you have an other idea. thank you for your time it is been apreciated

Seems fishy to me..run??
 
Well did you say payment only through paypal?

If so just leave a nasty feedback comment for having him waste your time but otherwise this guy is one of those that it sounds like you simply need to add to your ignore list.

I did say Paypal only, yes. I have no seller protection if he splits it like that, correct?
