Ebay/Paypal : Am I being scammed?

Just sold a motherboard on ebay. The buyer has 0 feedback and is located in British Columbia.

He made immediate paypal payment, however he is uncomfirmed address, and seller protection is denied.

Also his address is a PO Box.

I did some research and found his information (via 411.ca) and have his home address and phone number (which I asked him for and it matches the one I found on 411.ca)

If I ship this to his PO box (which is where it says to ship in paypal) and I get traceable/trackable courier with signature am I safe?

He hasn't lied about his phone number so I am kind of assuming he is just new to ebay but I want to be protected on all fronts.

So if he were to do a chargeback then what would happen if I can prove that it was sent to him??

Well I just called the guy... He said it was him and his phone number matches the one I found. He was some old guy, sounded like 50-60 years old and apparently new to ebay. Also I am pretty sure he Cannot do any chargebacks, because in order to do that you would need to pay via credit card, and if paying by credit card then that would mean you would be a verified user. I am guessing he is using his debit account to make this payment which will make chargebacks impossible.

I feel a lot better now

If you send to an unconfirmed address I don't think you get any protection whatsoever from Paypal.

If doesn't matter if you can proof you sent it to him or not, why take the chance when you know the guy's a scammer. Never ever ever ever ship to unconfirmed paypal addy, it screams scam no matter how you look at it. You need to reject his payment and fill a none payment w/ eBay then relist the item. Also, check the option that prevents 0 feedback lamers from bidding on your auction.

How do I know that he is a scammer. I mean I have his address and phone number. Plus the onle way of doing a chargeback is via credit card. And if he was paying with a credit card, then he would be confirmed right?

You've got the wrong mindset. He is a scammer, unless Paypal has confirmed his address.

Why take the risk?

If you talked to him on the phone and confirmed it was him, I would continue the deal. Bad thing about a PO box is you can't send via UPS or Fedex.

In the future to avoid something like this, have your Paypal account deny any payments from Unconfirmed addresses.

You don't, you're taking a chance here. If you still wanna go ahead w/ the transaction, reject his payment and ask him to verfiy his paypal acct. It's a simple procedure, but will take a day or 2 to process.

I just had a guy on here who was sixty buy a stick of PC2700 from me for his brother in law. He actually knew alot about computers and the internet. You'd be surprised on how many people in their 50's and 60's know about electronics.
