Ebay - ordered quantity 4, seller sent only one, how to proceed

Honestly, I can't figure out why someone would even want an Xbox Series X. Microsoft hasn't released any major new platform specific releases for it, yet. Perhaps I'll be more interested when I can play a new Forza or Halo release on it.

So, messaged the seller twice earlier in the week. Waited 3 days after 2nd message, still no response, so launched a challenge based on "missing parts or features." If no action by seller by Dec. 17, can ask ebay to step in.

Today get ebay email saying seller has offered a partial refund, i.e. for the 3 missing scales, and I accept. I will get 75% refund:
