Be a good eBayer! Repremand her for sending you her credit card information, then walk her through the steps to setup a PayPal account. You've will have not only helped yourself in getting the funds, but helped the lady with making PayPal payments. No reason to file a complaint because someone needs help with the eBay process. :|
 
Ask for her telephone number. Then call her up and say you are from the ILB (Internet Licensing Bureau) and you have called to inform her that because of her irresponsibility her license to 'get online' has been REVOKED.

If you were a criminal, you could then offer to get her license reinstated, and send her an application requiring her DOB, SS#, Mothers Maiden Name, etc etc... Or something like that.
