eBay help regarding bid retractions

i am looking at an auction with a buy it now price of 3200. i look in the bid history and some dude retracted his 3200 bid, but then now i see he is the current high bidder at 2999.00. for some reason, i thought that if you retracted a bid from an auction, you were not allowed to bid again. is this incorrect?

i thought it was fishy because i sent the seller a messege that i would give him 3000 to end the auction early. right then and there, a newbie who just registered today bidded 3200. i guess proxy bidding helped him outbid the previous seller at 2999.00.

actually, what i am thinking is, the seller got my messege for 3000. he used the second account to see what the current high bidders max bid was. what a bastard.

something that also doesnt make sense.... the buy it now price is 3199.00.
the bidder in question bidded 3200 (twice and retracted both times). if he bid 3200, wouldn;t the auction have ended because it is greater then the buy it now price? by the way, he retracted his bids twice for the same reason, which was that he entered the wrong amount. now he is the high bidder again with a bid of 1075.
